Did she say Judge Carter ordered early discovery or encouraged early discovery? There's a big difference between the two. Judge Carter has said that any unnecessary delays in the case are a detriment to the country.
Encouraging early discovery would be a request from Judge Carter for the attorneys to cooperate in getting discovery taken care of in a timely manner. Ordering early discovery would be a demand from Judge Carter that the attorneys cooperate in getting discovery taken care of in a timely manner.
I can't understand what she said. Any clarifications?
