Water and electricity, promised by ayatollah Khomeini to be provided for free (to gain support) has recently quadrupled in price among a population increasingly hit by crippling inflation and loss of jobs.

Or many with jobs (usually most have to hold down three anyway to make ends meet)  not being paid for months and beginning to strike in protest. Making a bad situation worse.
